Tim Saksi Paslon Sarimuda WO
PALEMBANG, SuaraSumselNews- RAPAT pleno rekapitulasi hasil penghitungan suara tingkat Kota Palembang serentak 2018, digelar di Kantor KPU Palembang Rabu, (4/7).
Ketua KPU Palembang, Syarifuddin mengatakan, 27 Juni 2018 telah melakukan Pilgub dan Pilwako Palembang. Dan pemungutan suara berjalan lancar, meski ada kendala di lapangan.
Sesui tahapan, rekapitulasi di tingkat Kabupaten/Kota dilaksanakan serentak 4-6 Juli. Setelah dilaksanakan ditingkat PPK, rekapitulasi dilakukan di KPU Palembang. “Kita tidak perlu saling menyalahkan. Agar semua pihak menahan diri yang dapat memanaskan situasi,” ujarnya.
Panwaslu Palembang Divisi Hukum Penindakan dan Pelanggaran, Darsi Elyanto mengatakan, dalam proses pemungutan suara 27 Juni lalu, ada laporan paslon khususnya 10 ilir adanya bukaaan kotak suara yang dilakukan oleh PPS.
Dan banyak lagi laporan yang lain, orangnya tak ada tapi mencoblos. Ada laporan soal DPT. Ada lagi laporan kotak suara belum dikunci oleh KKPS. Kami kaji ada pelanggaran atau tidak.
Kami melaksanakan kajian dulu, untuk kecamatan kami verifikasi laporan di Panwascam. Nanti kami umumkan di Panwaslu. Secara umum, sangat kecil laporan yang kami terima.
Sekda Kota Palembang, Harobin Mustofa mengatakan, percaya sesuai prosedur dan legowo untuk menerima keputusan. “Harapan sebagai wakil pemerintah,pemilihan Pilgub dan Pilwako berharap bisa menahan diri, ikhlas itulah keputusan final. Tidak ada euforia itu membuat kondusif,” bebernya.
Komisioner KPU Palembang Piramont menegaskan, untuk penghitungan Pilgub dimulai dari Bukit Kecil. Sesuai aturan, kalau ada keberatan silahkan salurkan ke Panwaslu dan instansi terkait.
Laporan ketua PPK Bukit Kecil adalah pemilih DPT 14.329 laki, perempuan 15.132 orang. Total DPT 29.461 orang. Jumlah seluruh pengguna hak pilih perempuan 9240. laki laki 10.228 total 19.468 orang.
Data penggunaan surat suara, 27.354 suara. Jumlah surat suara dikembalikan karena rusak 108. Sisa surat cadangan 9343 dan 17.903 surat suara yang digunakan.
Berdasarkan hasil rekapitulasi di Kecamatan Bukit Kecil, perolehan suara Paslon 1 Herman Deru — Mawardi 6.079, Paslon nomor 2, Saifudin 2152 suara, Paslon nomor 3 Ishak Mekki — Irwansyah 5.008 suara dan Paslon 4 Dodi — Giri 5.956 suara. Jumlah suara sah 19.195 dan tidak sah 859 suara sah.
Saksi Paslon nomor 4 Dodi Giri, Alex Andonis menyatakan keberatan, menyangkut DPT yang disajikan Pilgub oleh KPU itu bukan didasarkan DPT Palembang. Itu tidak pernah menetapkan Pilgub. Yang ditetapkan DPT untuk Pilwako.
“Saksi saksi di TPS tidak menerima DPT di masing masing KPPS. Sehingga tidak tau pemilih ganda. Kami keberatan dengan DPT,” katanya.
Sementara, tim saksi Paslon Walikota — Wakil Wali Kota Palembang nomor urut 2, Sarimuda — Abdul Rozak melakukan Walk Out (WO) dalam rapat pleno rekapitulasi hasil penghitungan suara tingkat Kota Pilkada serentak 2018. Tim saksi nomor urut 2 ini menilai penyelenggaraan Pilkada Kota Palembang, 27 Juni 2018 lalu cacat hukum dan menolak hasil rekapitulasi.
Tim sanksi pasangan nomor urut 2, Kuatno mengatakan, banyak kejanggalan dalam Pilkada Kota Palembang. Sehingga pihaknya memutuskan untuk WO dalam proses rapat pleno yang dilakukan KPU Kota Palembang.
“Kita tidak menerima hasil karena Pilkada Kota Palembang tidak berjalan dengan jujur adil, transparan dan akuntabel,” ungkapnya usai melakukan WO dari Aula Demokrasi KPU Kota Palembang, Rabu (4/7).
Oleh sebab atas dasar tersebut, saksi nomor urut 2 Paslon Wali — Wakil Wali Kota ini, meminta pihak KPU untuk melakukan pemilihan umum ulang di Kota Palembang. “Kami memiliki 12 peryataan. Dan kami meminta pemilihan Walikota dan Wakil Walikota Palembang diulang,” tegasnya.
Ada 12 poin pernyataan saksi Paslon nomor urut 2 Sarimuda — H Abdul Rozak yakni penyelenggaraan Pilkada Kota Palembang, 27 Juni 2018, cacat hukum. Menolak dan membatalkan hasil Pilkada Kota Palembang, 27 Juni 2018.
Juga, KPU Kota Palembang agar melaksanakan Pilkada ulang Kota Palembang. Dengan alasan-alasan bahwa dari penetapan DPS, DPS-HP, DPT tanggal 19 Mei 2018, DPT-HP, masih terdapat 278.132 pemilih ganda. Dan KPU Kota Palembang tidak menindaklanjuti rekomendasi Panwaslu Kota Palembang, 18 Juni 2018, terbukti banyaknya DPT ganda.
Kemudian, pemilih ganda sebanyak 278.132 yang mengakibatkan banyak warga Kota Palembang tidak masuk dalam DPT. Mata pilih yang sesungguhnya berdasarkan data KPU Kota Palembang berjumlah 1.113.249, dikurangi pemilih ganda 278.132, terdapat selisih 835.117. Hal ini sungguh tidak masuk akal, karena mata pilih pada Pilkada Walikota-Wakil Walikota tahun 2018 jauh lebih kecil dari Pilkada Walikota-Wakil Walikota tahun 2013, berjumlah 1.121.680.
Sisa surat suara sebanyak 278.132, ditambah 2,5% sisa surat suara, harusnya dimusnahkan sebelum pencoblosan dan dihadiri oleh saksi paslon. Dengan tidak dimusnahkannya surat suara 278.132, terjadi pemanfaatan terhadap data pemilih ganda.
Sedangkan C1-KWK yang kami terima, tidak berhologram dan sebagian besar tidak asli atau hanya fotocopy. Dan mengakibatkan rentannya indikasi pemalsuan C1-KWK oleh Penyelenggara Pilkada Kota Palembang.
Ditambah, terdapat kotak suara yang di dalamnya, tidak terdapat C1-Plano dan atau tidak terdapat C1-KWK. Sehingga tidak bisa dicocokkan antara C1-Plano dan C1KWK yang dipegang oleh masing-masing saksi Paslon.
Selain itu banyak didapati terdapat kotak suara yang tak disegel dan kotak suara yang sudah dalam keadaan terbuka (tidak ada kunci/gembok). Selanjutnya, ada kotak suara yang di bawa dan dibuka di luar tempat penyelenggaraan tanpa dihadiri oleh saksi Paslon.
Adanya penukaran kotak suara di PPK yang dilakukan oleh salah satu Timses Pasangan Calon, secara leluasa tanpa adanya pengawasan dari penyelenggara Pilkada tingkat Kecamatan (PPK, Panwascam dan Aparat Keamanan). Dan banyaknya pelanggaran dan kecurangan-kecurangan yang terjadi. Pihak penyelenggara diduga melakukan pembiaran dan memberi kesempatan terjadinya kecurangan dimaksud. (*)
