Wajib Pungutan Sumbangan Sukarela
PALEMBANG, SuaraSusmelNews- KINI sejumlah orang tua calon siswa yang ingin sekolahkan anaknya di Madrasah Ibtidaiyah Negeri (MIN) 1 Palembang, resah. Pasalnya, pihak sekolah, akan pungut bantuan sukarela dengan nilai minimal Rp 2 juta per murid.
Jika nanti anak mereka diterima tahun ajaran 2018/2019 di sekolah ini,kewajiban sumbangan sukarela harus dilaksanakan. Ironisnya, ada lembaran formulir sebagai ‘Biodata Calon Peserta Didik Baru MIN 1 Palembang. Disini tertulis, bila nanti anak diterima. Orangtua/wali siswa harus mendukung semua program kegiatan dan bersedia partisipasi kemajuan madrasah selama anak didik di sekolah ini’’.
Kemudian juga tertulis, “Sebagai bukti awal dukungan dan partisipasi orang tua siswa untuk masuk MIN, harus berikan bantuan sukarela (minimal Rp 2 juta atau lebih”. Di bawah kalimat itu, dituliskan juga, bahwa uang dibayar melalui rekening Komite MIN 1 Palembang.
Selain bantuan sukarela, juga ditetapkan, dana rutin Komite MIN 1 Rp 100 ribu per bulan. Dan dibayarkan melalui Bendahara Komite MIN 1 Palembang. Tidak itu saja, juga uang Rp 1,8 juta pembelian buku, asuransi, baju telok belango. Dan baju pramuka, baju putih hijau beli sendiri,” ungkap sejumlah orang tua calon siswa kepada SuaraSumselNews.
“Katanya sekolah negeri ini gratis? Bagi aku yang gaji per bulan saja tak sampai Rp2 juta. Dan ini memberatkan wali murid,’’ pria yang berusia 40 tahun dan pekerjaan tak tetap di perusahaan swasta.
Terpisah, Kepala Kantor Wilayah (Kakanwil) Kemenag Sumatera Selatan (Sumsel), Al Fajri Zabidi ketika dikonfirmasi mengakui, hal tersebut terkait demand and supply (permintaan dan penawaran). “Kan banyak yang mau masuk sekolah itu. Dan juga banyak pula yang tidak akan diterima,” ujar Fajri.
Diakuinya, komite sekolah, diperbolehkan dan diatur dalam peraturan perundang-undangan. Hal itu diatur juga dalam Peraturan Menteri Agama (PMA) Nomor 66/2016, urainya dengan berseloroh itu.
Ya, madrasah ini kalau tak dibantu masyarakat tidak bisa berkembang. Silahkan komite. Apakah boleh? Ya, boleh untuk keperluan sarana dan prasarana. ‘’Tapi kalau untuk ujian anak murid, itu tidak boleh,” sergahnya.
Kata Fajri, kalau untuk sarana dan prasarana boleh-boleh saja. Hal itu,mengingat MIN masih membutuhkan. Contoh, MIN 1 Palembang di Jakabaring, lokalnya hanya tiga ruangan. ‘’Kalau tidak menerima tahun ini, tak bisa sekolah. Iya bagaimana?, tambahnya.
Memang, madrasah naungan Kemenag 97 persen swasta dan sisanya baru negeri. ‘’Untuk madrasah swasta, pihaknya perlu banyak bantuan dana. Sedangkan di bawah naungan Kementerian Pendidikan Nasional, 97 persen negeri dan sisanya swasta.
Menurut Fajri, apa yang terjadi di MIN 1 Palembang, adalah hal yang biasa-biasa saja. “Yang penting bukan kepala madrasahnya makan uang untuk kepentingan pribadi. Toh untuk kemajuan kualitas dari sarana dan prasarana bagi anak didik,’’ urainya.
Ditegaskan, khusus orangtua murid yang miskin, jangan dimintai sumbangan sukarela. “Miskin itu sesuai dengan Undang-Undang (UU). Memang yang tak mampu benar, itu kami bebaskan seluruhnya.
Ketika ditanya, ada ketakutan orangtua siswa yang tak mampu tak dapat menyekolahkan anak-anak mereka ke madrasah. Karena tidak mampu membayar. Fajri kembali tegaskan, yang miskin tak boleh dimintai sumbangan. Dan pihak sekolah alokasi 10 persen murid dari keluarga miskin, segahnya. (*)
